how is this done? I already downloaded the kurwa turret cfg file and put it in my base3 folder but what do i do next
i can load the config with either /exec or /rcon exec..
but after that, nothing works, turrets dont work.. /g_turret 1 will give invalid command etc

You need the NoGhost mod. Go to noghost.net and download the latest beta build 703

Folder structure has to look like this Quake3\NoGhost\NoGhost703.pk3 Quake3\NoGhost\turret.cfg
And then :
start quake3.exe +set fs_game NoGhost +exec turret"(listen server)
start quake3.exe +set fs_game NoGhost +set dedicated 2 +exec turret (dedicated internet server)

after i run it with that command, it loads and goes back to main menu

Yea, you gotta use the second line, the one that says "+set dedicated 2" which means Q3 is supposed to run as a dedicated server and not a client game.
Also make sure that you use the right CFG file name in the "exec" part : if your file is called turret.cfg, it should look like this : "+exec turret.cfg".

Hmm, to start with, the following part :
shows that your game enables bots. This is not a good idea, since it sucks up your memory, ain't usefull, and sometimes causes problems. You might want to add a part like this in the command line : "+set bot_enable 0" or add /seta bot_enabled "0" in the CFG you use.
I ain't a pro of display analysis, but as the game seems to try and launch the map, this should mean the problem is in the CFG, you should recheck it to see if no mistypes occured (if you did modifications to it).
Hope FraQQ can bring more info.

o.O didn't notice my quake was 1.11 <_<, I will try do upgrade to 1.16 and see if that fixes the problem

also, i aint read up, but i think when i made a server long time ago, with bot enable 0 i still needed cd to run a server,

You only need a cd for a server if you want to use bots,except for pointrelease 1.32,where you can use bots without the need of the cd in drive. However it seems you did set bot_enable 0. Cant see any errors in your last console dump,the server seems running. Try entering "status" in the server console and see if it prints something. Btw,for what purpose do you want to run a server? If you want to run it on the internet as a public server i suggest to use 1.15c.

just for me and 1 friend to play on
I can connect to the server, but 5 seconds later, I get Connection Interrupted, and my friend is getting that when he joins as well..
